The city of Eugene’s recent Climate and Energy Action Plan is a well-researched and thoughtful analysis of problems and potential solutions arising from increasing human-generated greenhouse gas emissions and inexorably rising energy prices — a fine first step.
However, in view of the urgent nature of both global warming and the end of cheap oil, what is needed is a well-designed pathway to the realization of the CEAP goals, and the plan does not provide this.
We need a comprehensive, detailed strategy to reduce emissions and meet the plan’s goals.
